For a Dialogue Between the State and the Population

There are still problems to have a dialogue between the state and the population. The elections are supposed to bring the state and the population closer for a free dialogue. It already happened during the French Revolution. So, nobody should be forbidden to submit a question for example, to the state or heads of state because of his situation in society or his level of income.
